聯合國內學術研究單位,整合人力與儀器設備資源:聯合中研院、同步輻射研究中心(Synchrotron Radiation Research Center, SRRC)、國家奈米研究實驗室(National Nano Device Laboratory, NDL)、國家理論科學研究中心(National Center for Theoretical Sciences, CTS)、國家高速電腦中心(National Center for High-Performance Computing, NCHC)、精密儀器發展中心(Precision Instrument Development Center, PIDC)等國內學術單位之人力與儀器設備資源,分工合作,進行基礎研究、應用研究、及技術發展。

規劃教學課程及人才培訓計劃,深耕基礎教育:整合四校教學資源及逾三百位相關領域教授,提供廣度、深度兼具之尖端資訊系統與電子技術課程訓練及研究指導。

推動高科技產學合作計畫,落實技術轉移:基於地緣關係,將與工研院及科學園區高科技廠商密切聯繫,推動產學合作計畫,引導技術研發方向。
